For reference, in the documents
attached to the Government of the Russian Federation, statistics are given
according to which in the first half of 2017, 1321 people died in road
accidents that occurred in the dark, and 6537 people were injured. This is
10.2% less than the same period last year - the authorities explain this by the
introduction of mandatory retro-reflective elements for pedestrians who are on
the road outside settlements at night (according to paragraph 4.1 of Traffic
Regulations). At the same time, officials note the increased number of similar
incidents that occurred with drivers of vehicles who had to leave the car when
forced to stop in conditions of limited visibility outside populated areas. For
the six months of this year, 66 such raids were recorded - 4.8% more than a
year earlier.
According to the amendment to the
Rules, drivers will be required to carry a jacket, safety vest or cape with
retro-reflective
tapes with them and
put them on when leaving the car at night or in conditions of limited
visibility outside populated areas.
